Marshall Islands Seafarer Endorsement & SIRB Services in Indonesia
PT Adicipta Bangun Mandiri (ABM) is an approved filing agent for the Republic of the Marshall Islands (RMI) Maritime Administrator. From our office in Jakarta, we review, witness and file applications for officer endorsements, SIRBs and SQCs.
Services for manning agencies, ship managers and seafarers
A single point of contact for RMI documentation — from one officer to a full crew change.
Manning agencies
Indonesian and overseas agencies placing crew on RMI-flagged vessels. Send us the crew list and joining dates; we coordinate directly with the seafarers.
Ship owners & managers
Owners, managers and crewing departments that need RMI documents in place before sign-on, with clear status reporting throughout.
Seafarers
Officers and ratings joining an RMI-flagged vessel. We check your documents and witness your application as the Administrator requires.
RMI documents we process
Every person serving aboard an RMI-flagged vessel must hold the appropriate RMI documentation.
Officer endorsement (CoE)
Certificates issued by equivalency endorsement for masters, deck and engineer officers, ETOs and GMDSS radio operators who hold an acceptable national Certificate of Competency.
Seafarer’s Identification and Record Book (SIRB)
The RMI identity and sea-service record book required for nearly everyone serving aboard. Valid for five years; seafarers of any nationality may apply.
Special Qualification Certificate (SQC)
Qualifications for ratings and special capacities — such as able seafarer, ship security officer, tanker cargo operations, survival craft or cook — based on approved STCW training and affixed in the SIRB.
Renewals and upgrades
Rank upgrades, renewal of expiring documents and replacement of lost or damaged documents.
All RMI seafarer documents can be verified online through the Administrator’s Seafarer Verification service.

The seafarer signs the application in person at our Jakarta office, as required by the Administrator.
-
Filing
We submit the original signed application to the RMI Maritime Administrator and monitor its progress.
-
Delivery
Issued documents are handed over or couriered, ready for sign-on and online verification.

Frequently asked questions
Common questions from manning agencies, ship managers and seafarers. If yours is not covered here, our documentation team will be glad to help.
Who needs a Marshall Islands SIRB?
Every person serving aboard an RMI-flagged vessel must hold an RMI Seafarer’s Identification and Record Book, except certain non-maritime personnel such as some hotel staff on passenger ships, riding repair crews or scientists. Officers and ratings of any nationality may apply.
Can Indonesian officers obtain an RMI officer endorsement?
Yes. The RMI issues officer certificates by equivalency endorsement to holders of national certificates from administrations it accepts. We check each officer’s Indonesian Certificate of Competency and the requested rank before filing.
Why does the seafarer need to attend your office?
The RMI Maritime Administrator requires applications to be submitted in person to an approved filing agent, who verifies the applicant’s identity and original documents and witnesses the signature.
How long is an RMI SIRB valid?
Each SIRB is valid for five years. The sea-service pages of an expired book remain valid, so seafarers should keep their previous books.
We are an overseas manning agency. Can you process our Indonesian crew?
Yes. Send us the crew list and vessel details. We coordinate directly with your seafarers in Indonesia, carry out the document review and signing, and report progress to you.
How can a Marshall Islands document be verified?
RMI seafarer documents can be checked online through the Administrator’s Seafarer Verification service. The current SIRB also carries a code that can be scanned for verification.
How long does processing take, and what does it cost?
This depends on the document type and the Administrator’s processing time. We confirm the timeline, the Administrator’s fees and our service fee before any work begins.
Do you assist with other flag states?
Yes. In addition to the Marshall Islands, we assist with Liberia and Malta. Please contact us with your requirements.
Planning a crew change on an RMI-flagged vessel?
Send us the crew list and we will confirm the requirements for each seafarer.
ABM (PT Adicipta Bangun Mandiri) is an independent filing agent and is not part of the RMI Maritime Administrator. RMI seafarer documents are issued solely by the Administrator, whose fees are set by the Administrator.
